hike. it is one of the biggest tax hikes we have ever had in the history of the country. gregg: right. and the hard place? >> yeah. the hard place is the negotiations. you think about it. reid and pelosi and boehner and obama all trying to come to an agreement? that seems almost impossible, doesn't it, when you know all of them? gregg: how do you close the tax gap? >> yeah. right now you can not do it. so the tax gap, at least in my opinion, would be the deficit. it's over a trillion dollars. if we raise everyone today, that pays the top tax rate, 35%, if we taxed them at 100% on all the money that they currently pay 35% on, and remember, i'm assuming that nobody changes their behavior. they still work just as hard even though they pay 100% tax, we would only raise $360 billion in this coming year. and that would still leave an $800 billion deficit. we can not tax away the deficit. gregg: sure we can. we can do the value-added tax. >> well, and that's what worries me. if we don't cut spending, spending right now, the federal government is the largest it has ever been as a share of our

than five days to go before falls right off the fiscal cliff. the senate back in session today and it's the first time the senate or house has met for business between christmas and new year's in more than four decades. president obama cut his hawaii trip short arriving in washington early today. for now, the house of representatives is not in session but we've learned those lawmakers are set to return this weekend. today the senate majority leader, harry reid, says we've just about run out of time. >> if we go over the cliff, and that's where we're headed, mr. president, the house of representatives as we speak with four days left after today before the first of the year, aren't here with the speaker having told them they'll give them 48 hours notice. i can't imagine their consciences, out wherever they are around the country and we're here trying to get something done. >> we're awaiting reaction from the senate minority leader, mitch mcconnell. when that happens we'll go live to the senate floor but a spokesman for john boehner says senator reid should talk less and legislate more.

right off the fiscal cliff. take a live look at the white house where president obama called the top house and senate leaders from both parties to try and hammer out a deal avoiding the tax hikes and crippling spending cuts. remember analysts say falling off the fiscal cliff could drive the u.s. into another recession. more than a month has passed since the last time they got together. the obama administration called that mid another meeting constructive but there has been little to no progress. today lawmakers on both sides of the aisle tried to strike an optimistic tone. >> millions of americans are out there struggling and certainly they deserve a congress that will avoid going over the fiscal cliff, which is why the president has been working hard to bring leaders together. >> we can't continue to kick the can down the road with half measures. i think the market will respond in a permanent and negative way to our inaction. >> the chairman of the senate finance committee says it comes down to this meeting adding i wish them luck. it would be a great new year's present for the coun

prediction, probably the right one, they're going to go home. suddenly once it passes, obama wim introduce his own package which will look like what he's proposing now, and they'll have nothing to do but accept it or else they'll get blamed for everything. >> can you recall a time in your life when you were aware of politics that encompasses, what, a couple of years, at least? a comparable level of incompetence in washington? >> the only thing i can think of is the last four years. i actually spent some of the time over the holidays for my sins reading bob woodward's book. and my overall reaction to all this is groundhog day. it's the same exact issues, some of the same players, same cautions of spending, entitlements, taxation, debt celling, what have you, nothing has changed. so what's so depressing to me is we've had four years or longer to wrestle with these issues. there's virtually been no signs on progress. here we are now with two more self-imposed ceilings. and increasingly, we've got a u.s. government that sticks a gun to its head. sorry to use gun metaphors, but basically sticks

obama, but it's very much up to congress to do something here going into the new year. as of right now, this may surprise you, but there are basically no discussions going on. the white house, senate democrats, they are not in discussion with how republicans and senate republicans in any substantive way. that may seem troubling to you because in order to work out some sort of deal to make it through congress, all parties need to agree to something. but as of right now, they are not talking. all eyes now turning to the senate, which will reckoconvene thursday. harry reid has the task of trying to cobble something together that can get some republican support in the senate and also get some republican support in the house and make it through congress. that's a difficult task. the white house saying they want the threshold for income tax rates expiring to be $250,000 and above. they are back to their initial negotiating position. and so between that and the lack of discussions going on, you sort of understand why you're hearing from democrats and republicans this pessimism about going ove

to be worried about the way the public has seen all this. i think they have enormous incentive to deal right now because the poll numbers show that obama's numbers are gaining. democratic numbers are gaining. they're up in the 50s. republicans are down in the 20s and 30s. i think republicans lost the economic debate for now with democrats. i think there is lot of pressure on them to get this deal done soon and then, you know, we will start all over again because there will be a presidential budget in february and we'll be back at the table, negotiating this with the republicans right away. so it is just, should be seen as a little fiscal break or a fiscal, we'll come up with a better analogy but temporary stopgap measure what will then be, we're going to be starting this debate all over again in february. heather: mark, in terms of, you know, who the blame is placed upon and in terms of the public, poll after poll does show that they will blame republicans. is that a matter of messaging from republicans and what can they do, if anything, to change that? what have they done wrong? >> number one o
